People's governments of provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions of the State Council and directly affiliated institutions:

       The construction of the free trade pilot area (hereinafter referred to as the free trade pilot area) is a strategic measure taken by the Party Central Committee and the State Council to promote reform and opening up in the new era, which has a milestone significance in the process of reform and opening up in China. In accordance with the decision-making and deployment of the Party Central Committee and the State Council, the provinces and municipalities where the free trade pilot zones are located and the relevant departments, taking into account the functional orientation and characteristics of their respective trade pilot zones, have made every effort to promote the practice of institutional innovation and formed the fifth batch of pilot reform experiences of the free trade pilot zones, which will be replicated and popularized throughout the country. Notice of the relevant matters is as follows:

       I. Main Contents of Reproduction and Promotion

       (1) Reform matters of replication and promotion throughout the country.

       1. In the field of investment management, there are five items: notarization `running at most once', `natural person'tax archives, `trans-regional tax-related matters handled online', `optimizing tax-related matters handled procedures, reducing processing time limit', `enterprise name self-declaration system', etc.

       2. In the field of trade facilitation: information-based inspection of dangerous goods by sea, merging declaration of dangerous goods carried by ships and pollution-endangered goods, the whole process of customs clearance for international navigation ships'entry and exit is "one single and more reports", "mode of cross-port supply of bonded fuel oil", "Customs business reservation platform", "pre-position of export rebate service for production-oriented export enterprises" and "China-Europe shift". There are 6 items such as "Collection and Transportation Mode".

       3. Post-event supervision measures: approval notification commitment system, self-credit commitment of market participants and third-party credit evaluation, publicity of credit information, compilation of "three lists" of public credit information (data lists, behavior lists, application lists), implementation of intelligent ship selection mechanism for ship safety inspection, supervision of the whole process of imported grain quarantine, optimization of imported grain There are six items in the quarantine supervision measures for the inter-modal transport of food, rivers and seas, and six items in the optimization of the inspection and supervision system for imported bonded oil.

       (2) Reform matters concerning replication and promotion in free trade pilot zones.

       Second, attach great importance to reproduction and promotion

       Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, all regions and departments should fully implement the spirit of the Nineteenth National Congress of the CPC and the Second and Third Plenary Sessions of the Nineteenth Central Committee of the CPC, deeply understand the great significance of replicating and popularizing the pilot experience of the reform of the free trade pilot area, and regard replication and popularization as an important measure to implement the new development concept, promote high-quality development and build a modern economic system. We should make greater efforts to transform government functions, comprehensively upgrade the modernization level of governance capacity, focus on promoting institutional innovation, further optimize business environment, stimulate market vitality, gradually build new systems and models that are compatible with the requirements of China's open economic development, promote the formation of a new pattern of comprehensive opening up, and constantly enhance economic innovation and competitiveness.

       3. Do a good job in organizing and implementing

       The people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) should make the replication and promotion of the pilot reform experience of the free trade pilot areas a key task in the region, strengthen organizational leadership, intensify implementation efforts, strengthen supervision and inspection, ensure the smooth progress of replication and promotion, and take root in the reform pilot experience and achieve actual results. The relevant departments of the State Council should take the initiative to complete the reproduction and promotion work. Matters requiring approval by the State Council shall be submitted for approval in accordance with the procedures, and those requiring adjustment of relevant administrative regulations, State Council documents and departmental rules shall be handled in accordance with legal procedures. The Office of the Joint Inter-ministerial Conference of the Free Trade Pilot Area of the State Council should timely monitor the progress and effectiveness of the replication and promotion work, and coordinate the key and difficult issues in the replication and promotion work. Major problems encountered in the work of replication and promotion shall be reported to the State Council in a timely manner.
