       The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest advantage of the socialist system with Chinese characteristics. The core of this most essential feature and greatest advantage lies in firmly maintaining the authority of the Party Central Committee and centralized and unified leadership.        Maintaining the authority of the Party Central Committee and centralized and unified leadership is a major principle that a mature Marxist Party must adhere to all the time and under all circumstances. In the process of founding and leading proletarian political parties, Marx and Engels firmly opposed the tendency of anarchism, severely criticized bakuning's views on "branch autonomy, free association of their respective governing groups, anti authoritarianism and anarchy", clearly proposed that proletarian political parties must unite all their forces, and stressed that if every branch Everyone has his or her own way, so the party can only fall into disintegration and cannot become a strong and unified organization.

       Our party is a unified whole organized in accordance with democratic centralism. As early as in the revolutionary war, Comrade Mao Zedong repeatedly stressed the issue of the party's unified leadership and proposed that the party should be built into a "Bolshevik Communist Party of China with a national scope, broad masses, complete ideological and political organization". After the founding of the people's Republic of China, Comrade Mao Zedong pointed out that "in order to build a strong socialist country, there must be a strong unified leadership of the Central Committee, a unified plan and a unified discipline for the whole country. It is not allowed to destroy this necessary unity."

       Since the founding of our party 98 years ago, it has been proved that when the whole Party firmly maintains the authority of the Party Central Committee and centralized and unified leadership, the cause of the party will continue to win; without the authority of the Party Central Committee and centralized and unified leadership, the leadership of the party will inevitably weaken, and the cause of the party will inevitably suffer setbacks.

       What systems and rules have our party formed in different historical periods to safeguard the authority of the Party Central Committee and to centralize and unify leadership?

       1. Since its establishment, our party has emphasized that the whole party should obey the Central Committee, and regard it as the basic regulation for maintaining the authority of the Central Committee and centralized and unified leadership. The first Party Constitution adopted at the second National Congress of the Communist Party of China stipulates that "all members of the party shall absolutely obey the decisions of the National Congress and the Executive Committee of the Central Committee". In 1928, the CPC Central Committee made detailed provisions on the time, type, content and confidentiality requirements of the report in the outline of the report of each provincial Party committee to the Central Committee. The Sixth Plenary Session of the Sixth Central Committee of the Communist Party of China clearly stated that "individuals obey the organization, the minority obey the majority, the lower level obey the higher level, the whole Party obey the Central Committee, and all the work of the party is under the centralized leadership of the Central Committee, which is the basic principle of democratic centralism in the organization of the party.
