First, according to the situation of the epidemic, while maintaining the necessary epidemic prevention and control measures, we need to cancel the unreasonable provisions that hinder the resumption of work and production, so that more migrant workers can return to work as soon as possible and earn money. Second, we need to deepen the reform of "releasing management services". Clean up and cancel inappropriate temporary control measures, unreasonable certificates, charges and other provisions. The implementation of various corporate rescue policies needs to simplify the procedures, and the government's business-related matters should be handled online as much as possible, so as to make enterprises, especially small and micro enterprises and individual businesses, generally benefit as soon as possible. Third, we should give full play to the positive role of "mass entrepreneurship and innovation" and take more market-oriented measures to promote the employment and Entrepreneurship of key groups such as college students and migrant workers. We will support the development of "mass entrepreneurship and innovation" demonstration bases and incubators, and increase employment and entrepreneurship opportunities for college students. The state scientific research projects are encouraged to employ university graduates as scientific research assistants or auxiliary personnel, and their labor costs and relevant social security subsidies shall be disbursed from the project funds according to regulations. Remove barriers and loosen the ties for various forms of entrepreneurship and flexible employment. We will expand the scope of business guarantee loans, exempt high-quality projects from anti guarantee requirements, and ease the financing difficulties of small and micro enterprises and individual businesses. We will press ahead with the introduction of guidance standards for rent reduction of small and medium-sized micro enterprises by public housing. Local governments are encouraged to give subsidies to the owners of private houses and platform enterprises that benefit small and micro enterprises and individual businesses. The state-owned power supply and water supply enterprises continuously supply and do not charge late fees to the small and medium-sized micro enterprises that owe electricity and water fees during the epidemic period. Four, we should increase support for "Internet plus" and platform economy, develop new formats of digital economy, and create new jobs and new occupation. Rely on the industrial Internet to promote the traditional industry to speed up the online cloud. We will focus on areas with great employment potential, such as elderly care, foster care and home economics, and develop online and offline integrated life service industry. We will support the development of shared employment and employment security platforms, and provide online employment and social security services for flexible employees.
The meeting stressed that it is necessary to take promoting the resumption of major investment projects as an important part of stabilizing investment and expanding domestic demand, help solve the problems of employment, raw material supply, capital, epidemic prevention material guarantee in the construction of major projects under various ownership, and promote the construction progress of 11000 key projects under construction in various regions. We will speed up the issuance and use of special local government bonds issued in advance in accordance with regulations, speed up the issuance of central budget investment, and urge efforts to do a good job in the preliminary work of more than 4000 key projects planned to start this year, and strengthen the reserve of follow-up projects. Green channels shall be set up for approval of major projects, so as to start construction as soon as possible.
The meeting pointed out that promoting agricultural development and ensuring food security are important foundations for the healthy development of economy and society. The meeting passed the regulations on the prevention and control of crop diseases and insect pests (Draft), which clarified the prevention and control responsibilities of governments at all levels, relevant departments and agricultural producers and operators, refined and improved the whole chain prevention and control system arrangement of monitoring and forecasting, prevention and control, emergency disposal, etc., and provided legal guarantee for agricultural development, especially for the prevention and control of major diseases and insect pests this year, and for the stability of grain production.
