The 41st Chairman's Meeting of the 13th Standing Committee of the National People's Congress was held on the morning of 14th in Beijing Great Hall of the People, presided over by Chairman Li Zhanshu. It was decided that the fourteenth meeting of the 13th Standing Committee of the National People's Congress would be held in Beijing from 21 to 26 October.
The chairman's meeting suggested that the fourteenth meeting of the Standing Committee of the 13th National People's Congress should consider the draft code law, the draft marriage and family code of the Civil Code, the draft revision of the forest law and the draft community correction law, the bill of the National People's Congress Committee on Environment and Resources Protection on the draft biosafety law, and the proposal of the National People's Congress Committee on Social Construction for the consideration of juvenile insurance. Proposals on the draft amendment of the Law on Protection and the draft amendment of the Law on Prevention of Juvenile Delinquency; consideration of the State Council's proposal to submit for consideration the draft amendment of the Archives Law; consideration of the draft decision of the Chairman's Meeting on submitting for consideration on the draft decision of the State Supervisory Committee on the formulation of supervision regulations.
At the fourteenth meeting of the Standing Committee, the Chairman's Meeting recommended that the Standing Committee consider the draft decision of the State Council on Authorizing the State Council to temporarily adjust and implement relevant legal provisions in the free trade pilot area, the draft decision on Authorizing the Macao Special Administrative Region to exercise jurisdiction over the Macao Port Area at Hengqin Port and its related extension areas, and the draft decision of the State Council on speeding up foreign trade transfer. The report on the promotion of high-quality trade development, the comprehensive report on the management of state-owned assets in 2018 and the special report on the management of state-owned assets in the Administrative Undertakings in 2018; the report of the Supreme People's Court on strengthening the criminal trial; and the report of the Supreme People's Procuratorate on the prosecution of public interest litigation.
The agenda proposed by the Chairman's Meeting also includes: consideration of the report of the Law Enforcement and Inspection Unit of the Standing Committee of the National People's Congress on the inspection of the implementation of the Higher Education Law; consideration and conclusion of the proposals submitted by the delegates of the Second Session of the Thirteenth National People's Congress submitted by the Supervisory and Judicial Committee of the National People's Congress, the Finance and Economic Committee, the Foreign Affairs Report on the results of the visit of Chairman Li Zhanshu to Azerbaijani, Kazakhstan, Russia and attending the 4th Eurasian Speakers'Conference in Kazakhstan and the 5th meeting of the Parliamentary Cooperation Committee between China and Russia in Russia; report on the qualifications of individual representatives of the Standing Committee of the National People's Congress; consideration of relevant appointment and removal cases, etc.
At the chairman's meeting, Yang Zhenwu, Secretary-General of the Standing Committee of the National People's Congress, reported on the draft agenda and schedule of the fourteenth meeting of the Standing Committee. The deputy secretary-general of the Standing Committee of the National People's Congress, the heads of the relevant special committees and working committees of the Standing Committee of the National People's Congress reported on the relevant issues at the fourteenth meeting of the Standing Committee.
Wang Chen, Cao Jianming, Zhang Chunxian, Shen Yueyue, Ji Bingxuan, Ailigeng Yimingbahai, Wan'e Xiang, Chen Zhu, Baima Chilin, Ding Zhongli, Hao Mingjin, Cai Dafeng and Wu Weihua attended the meeting.
