The "China made 2025" technology roadmap is becoming clearer
Release time:2018-02-09

With the change of global manufacturing development and rapid technological iteration, the technology innovation roadmap of China manufacturing 2025 has been released for the first time in two years. Industry experts say that the implementation of "made in China 2025" has made notable achievements, but still faces great challenges. Only when more and more industrial fields are at the advanced level of the world, can China achieve the goal of making a strong nation strategy.

Not long ago, the conference on technology innovation roadmap (2017 Edition) of "China made 2025", sponsored by the national strategy of manufacturing power and the China Electronics and Information Industry Development Research Institute, was held in Beijing. Compared with the 2015 version of the road map, the new version of the road map supplements some new technologies and new formats. At the same time, the importance of key materials and key manufacturing equipment is emphasized.

Experts at the conference said that the new technology roadmap is the most scientific, forward-looking and authoritative research achievement of industrial technology innovation strategy in China's manufacturing field. It has a high reference value for enterprises and research institutions to provide innovation decision-making basis.

       Why revise the road map

"In the process of making the first goal of the manufacturing power in 2025, China is constantly adjusting its pace and revising its direction." Lu Yongxiang, vice chairman of the Standing Committee of the National People's Congress and the director of the Strategic Advisory Committee on the construction of a national manufacturing power, said. In 2015, the national manufacturing Power Construction Strategy Advisory Committee organized academicians and experts in related fields to aim at the major strategic needs of the state and the commanding heights of future industrial development, and compiled and released the 2015 2015 edition of the technology innovation roadmap for China's manufacturing area.

Over the past two years, the technology roadmap of 2015 has been widely concerned and praised. It has played an important role in guiding the market participants to carry out innovative activities and guide social capital and resources to the manufacturing industry. Research shows that by the year 2025, the three fields of communication equipment, rail transit equipment and power equipment will enter the leading ranks of the world and become the guide of technological innovation.

In that case, why should we revise the road map for two years? "This is to maintain the scientific, forward-looking and instructive of the technical roadmap." Lu Yongxiang said that at present, the development trend and pattern of the global manufacturing industry are undergoing profound changes. The speed of technological iteration is accelerating, and the industrial development and market demand are changing rapidly. As an example of the operating system and industrial software technology, the recent two years have been a rapid development and have triggered a new round of competition in all countries.

In order to timely reflect the new trends, new situations and new problems of the development of manufacturing industry, we provide reference and guidance for all sectors to keep pace with the times. The Strategic Advisory Committee launched the revision of the technology roadmap in early 2017. However, the revision process of the new technology roadmap is not easy. More than 400 academicians and experts have been reviewing the latest progress of the international standard, seriously combing the short board and bottlenecks, and formed the 2017 version of the technology roadmap.

The reporter understands, this revision follows the 2015 edition of the roadmap as determined by aerospace equipment, marine engineering equipment and other ten key areas, as well as 23 priorities, and hundreds of key products, technical parameters, types, magnitude and targets for serious and meticulous adjustment and optimization.

"The organization and implementation of China made 2025 is a long-term and complex system project, which requires extensive participation and joint efforts by all social parties." Xin Guobin, Vice Minister of the Ministry of industry and commerce, said that the technology roadmap is the research achievement and public consultation report of the third party advisory bodies and experts. It is instructive and referential, not the government's directive. The Strategic Advisory Committee's organization and release of the technology roadmap is the same as that of the world's think tanks, and it can't misread and misinterpret the nature of the technology roadmap.

The level of development is still unbalance

"The new road map is based on the development trend of the new technology and has made a new outlook on the future based on the development status of the past two years." China Academy of engineering, director of Research Office of the national manufacturing industry manufacturing power construction strategy advisory committee member Qu Xianming, for example, the development of nearly two years of industrial data, Internet industry, cloud platform rapidly, which provides a new path for the development of software industry, a big adjustment for so new roadmap in the software industry field. Special emphasis on the development of big data, cloud computing, artificial intelligence, edge computing etc..

In the view of Qu Xian Ming, the development of the ten major fields is not balanced at present. Is expected in ten areas and 23 priority to the comprehensive level of 2025 will be "two small, the middle" drum shaped.

For example, the three major industries of China's communication equipment, rail transit equipment and power equipment will enter the world leading ranks as a whole, and the innovation mode will follow parallel and lead into the leading stage. The rise of these three major industries will be an important token of China's becoming a manufacturing power. In the process, China's 5G, green intelligent rail transit technology, UHV transmission and transformation technology, high-performance and large-scale key metal components and material manufacturing technology will achieve breakthroughs and are at the leading level in the world.

Qu Xianming suggested that for the three industries of communication equipment, rail transit equipment and power equipment, we should further analyze its short board and bottlenecks, and take targeted measures. At present, Chinese rail transportation needs in terms of sensors, bearing key parts such as padded short board, while improving in remote maintenance and other aspects of the ability, for example, China high iron exports to the United States encountered a problem is: high iron China day night run, organized a large team to repair, but American workers after work, no one is willing to repair the night, so the high iron must solve the short board maintenance remote fault monitoring and operation." Qu Xianming said.

"The implementation of" China made 2025 "has made remarkable achievements, but still faces great challenges." Xin Guobin said that the current three pattern has not changed: one is the key technology and equipment of heteronomy situation has not fundamentally changed; the two is in the global industrial chain, the overall is still in the low-end of the pattern did not change; three is the outer flank, before and after blocking chase competition environment has not fundamentally changed. "At present, there are still a large part of the key areas of China's manufacturing industry, which are quite different from those of the world powers. We should keep a clear head and speed up the historic leap from big to strong." Xin Guobin said.

       Encouraging local differential development

By the year 2025, Qu Xianming said, at least six of our major industries are likely to enter the world first. The more than 20 industries will be in the world's advanced level and compete with other international counterparts. With the support of such a group of industries, the strategy of China's manufacturing power has the foundation to achieve its goal.

It is worth noting that the implementation of "2025" in place of the China manufacturing will pay more attention to the difference of the positioning and dislocation development, to avoid the local government in the development of some industries when the herd.

Qu Xianming said that in the late industrialization stage, overcapacity is a common problem. Some industries that are in line with the trend of development and potential are hot everywhere. Inevitably, moderate competition will bring some stimulation to the industry. What's worrying is that all provinces regard the ten fields as the focus of their development, and then add their own characteristics, which eventually become the focus of the development of "10+X".

Take the robot industry as an example, at present, many provinces and cities are developing related industries. At the end of 2016, the statistics data were more than 800 robot enterprises and more than 40 robot parks. "From the international point of view, the robot is only" four big family ", China does not need so many enterprises, so this is the inevitable low efficiency of the construction. Qu Xianming said.

Is it possible to adjust the ten major areas of China made 2025? Qu Xianming said that the ten major areas will not change in a short period of time, and the new technology roadmap has not changed too much in the framework and direction. But for emerging industries such as artificial intelligence, and the industry closely related to good life put forward by the nineteen reports of the Communist Party of China, we should not exclude some encouraging policies in the second half of the implementation of "China made 2025".

The Ministry of industry and information has learned that the Ministry of industry and information is promoting the construction of "China made 2025" national demonstration zones and industrial agglomeration. An important goal of the demonstration area is to solve the problem of homogenization between regions. According to the national strategic plan, we should guide provinces and cities to focus on leading industries and benchmarking international high-end fields, and cultivate world-class advanced manufacturing clusters. Li Beiguang, deputy director of the Ministry of Planning Division said that this year the Ministry will revise the "2025" China rolling manufacturing provinces guide, strengthen the research of the development trend of world industrial cluster and industrial cluster in our country development situation, and the introduction of "on the development of world-class advanced manufacturing industry clusters".
