We should thoroughly carry out Xi Jinping's socialist thought with Chinese characteristics in the new era and the spirit of the Nineteenth National Congress of the Communist Party of China, deeply understand the great significance of the construction of the Dawan District from the strategic height of realizing the great rejuvenation of the Chinese nation, comprehensively and accurately implement the policy of "one country, two systems", adhere to the new development concept, give full play to the comprehensive advantages of Guangdong, The first class Bay area and world-class city group with vitality and international competitiveness create a model of high quality development.

       Han Zheng stressed that we should strengthen planning guidance, promote rational division of labor and complementary functions among the cities in the Dawan area, improve regional development coordination, promote urban-rural integration, and build a scientific, intensive and efficient development pattern in the Dawan area. We should take the benefit of the common people as the starting point and the foothold, implement the policies and measures of facilitating Hong Kong and Macao residents'certificates, further facilitating Hong Kong and Macao residents' employment in the mainland, and substantially reducing communication roaming costs between Guangdong, Hong Kong and Macao. We should actively attract and connect global innovation resources, build the "Guangzhou-Shenzhen-Hong Kong-Macao" science and technology innovation corridor, and build the Dawan International Science and Technology Innovation Center. The central government supports Hong Kong in building an International Centre for innovation and technology, the establishment of research institutes affiliated to the Chinese Academy of Sciences in Hong Kong, and the construction of a platform for the development of the Chinese medicine science and technology industry in Macao. We should speed up the construction of a new open economic system in line with international standards, build a new platform for high-level participation in international economic cooperation, and construct an important supporting area for the Silk Road Economic Belt and the docking and merging of the 21st century Maritime Silk Road.

       Han Zheng said that "one country, two systems" is the best system to maintain long-term prosperity and stability in Hongkong and Macao. In order to promote the construction of the Dawan Area, we must strictly abide by the Constitution and the basic law within the framework of "one country, two systems", adhere to the foundation of "one country" and make good use of the benefits of "two systems". We should further establish mutually beneficial and win-win regional cooperation, support the integration of Hong Kong and Macao into the overall national development situation, inject new momentum and expand new space for the development of Hong Kong and Macao. We should strengthen communication and coordination, conduct in-depth investigation and study, actively respond to the concerns of Hong Kong and Macao, and pay attention to solving the problems in the cooperation and development of the Great Bay Area by means of legalization and marketization.
