       The newly revised outline adheres to the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, thoroughly implements Xi Jinping's thought of strengthening the army, thoroughly implements the military strategy of the new era, and focuses on the realization of the party's strong military objectives in the new era, and the building of the people's army into a world-class army. The hard grass-roots level, the super hard grass-roots level with strict laws and disciplines and positive ethos, implements the requirements of "four persistence", carries forward fine traditions, strengthens reform and innovation, comprehensively reshapes the content system of the grass-roots level under the new situation and new system, and is of great significance for promoting the goal of building a strong army to take root in the grass-roots level.

       The newly revised outline clarifies the guiding ideology of grass-roots construction in the new era, redefines the definition of grass-roots units, reconstructs the standards of grass-roots construction around the overall forging of "three excellent" grass-roots units, focuses on always relying on grass-roots units and building strong grass-roots units to clarify the principles of grass-roots construction, highlights the role of grass-roots party organizations and puts forward specific requirements for the construction of grass-roots organizations from the aspects of war preparedness, military training and thinking We want to integrate the grass-roots work content in four aspects of political work and daily management, clarify the methods of grass-roots independent construction around giving full play to the initiative and creativity of officers and soldiers, standardize the leadership of the Party committee and the guidance of the organs in accordance with the requirements of the "four insistences" and improve the conditions, organization, implementation and incentive measures for the evaluation and commendation of the "double contests" in innovation, so as to provide the grass-roots construction of the army in the new era Basic criteria and basis.

       The Central Military Commission requires that all levels conscientiously carry out the study and implementation of the newly revised outline, adhere to the implementation guidance of the Party Committee organs in accordance with the outline, strengthen the construction of the grass-roots units in accordance with the outline, and strive for the best among the officers and men in accordance with the outline, so as to promote the overall progress of the grass-roots construction and provide a solid foundation and support for promoting the cause of building a strong military.
