The Political Bureau of the Central Committee of the Communist Party of China held a meeting on July 30 to analyze the current economic situation, deploy economic work in the second half of the year, and consider the Regulations on the Accountability of the Communist Party of China and the Comprehensive Report on the Third Round of Inspection of the Nineteenth Central Committee. Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

       The meeting held that since this year, in the face of a complex situation in which risks and challenges at home and abroad have increased significantly, various departments in various regions have implemented the decision-making and deployment of the Central Committee of the Party, fought three major battles well, implemented timely and appropriate counter-cyclical adjustment of macroeconomic policies, and vigorously promoted high-quality development. In the first half of the year, the economic operation continued the overall steady and progressive development trend. The main macroeconomic indicators remained in a reasonable range, structural reform on the supply side continued to advance, reform and opening-up continued to deepen, employment was relatively full, poverty alleviation was carried out accurately and orderly, people's living standards and quality continued to improve, and high-quality development was promoted. The positive factors of exhibition increased.

       The meeting pointed out that China's current economic development is facing new risks and challenges. With the increasing downward pressure on the domestic economy, it is necessary to enhance the sense of hardship, grasp the long-term trend, seize the main contradictions, be good at turning dangers into opportunities and do their own thing well.

       The meeting stressed that it is of great significance to do a good job of economic work in the second half of the year. We should adhere to the general tone of steady and progressive work, take supply-side structural reform as the main line, adhere to the new development concept, promote high-quality development, promote reform and opening up, adhere to the overall idea of macro-policy stability, micro-policy vitality and social policy underpinning, coordinate domestic and international overall situation, and coordinate steady growth. To promote reform, restructuring, benefiting people's livelihood, preventing risks and ensuring stability, and to promote sustained and healthy economic development. We should implement a proactive fiscal policy and a prudent monetary policy. Fiscal policies should be strengthened to improve efficiency and continue to implement the policy of reducing taxes and fees in detail. Monetary policy should be relaxed and moderate, and liquidity should be maintained reasonably and adequately.

       The meeting demanded that the eight-character policy of "consolidation, enhancement, promotion and unimpeded" be closely followed to deepen the structural reform of the supply side and enhance the basic capacity of the industry and the level of the industrial chain. Deeply tap the potential of domestic demand, expand and expand the final demand, effectively start the rural market, and use reform methods to expand consumption. We will stabilize investment in manufacturing industry, carry out projects such as renovation of old urban residential areas, urban parking lots, construction of urban and rural cold chain logistics facilities, and accelerate the construction of new infrastructure such as information networks. Deepening the reform of the system and mechanism, increasing the vitality and power of economic development, speeding up the implementation of major strategies and enhancing the functions of urban agglomerations. We should take concrete measures to support the development of private enterprises and establish a long-term mechanism to solve the problem of arrears. Speed up the clearance of "zombie enterprises". Effectively cope with economic and trade frictions and do a good job of "six stability" in an all-round way. We will open wider to the outside world and intensify the implementation of a series of major opening-up measures. We will promote structural reform on the financial supply side, guide financial institutions to increase medium- and long-term financing for manufacturing and private enterprises, grasp the rhythm and intensity of risk management, and consolidate the responsibilities of financial institutions, local governments and financial regulatory authorities. Kechuanban should stick to its position, implement the registration system with information disclosure as the core, and improve the quality of listed companies. We should adhere to the orientation that houses are used for living, not for speculation, implement the long-term management mechanism of real estate, and not use real estate as a short-term means of stimulating the economy. Consolidate and expand the achievements of poverty alleviation.  Implement the employment priority policy, and do a good job in the employment of key groups such as college graduates, migrant workers, veterans and so on. Guarantee market supply and price stability. We should attach great importance to safe production and strengthen the prevention and control of natural disasters. Party committees and governments at all levels should resolutely implement the decision-making and deployment of the Party Central Committee, do their best in all aspects of work, and celebrate the 70th anniversary of the founding of the People's Republic of China with outstanding achievements.

       The meeting pointed out that in order to implement the spirit of the Nineteenth National Congress of the CPC and the five-year plan for the formulation of regulations within the CPC, the CPC Central Committee revised the Regulations on the Accountability of the CPC. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we should implement the general requirements of Party building in the new era, take "two safeguards" as the basic principle and primary task, urge Party organizations at all levels and leading cadres of the Party to keep in mind the Party's original mission, be responsible, be loyal and clean, and always work with the Party Central Committee. Keep a high degree of consistency and ensure the implementation of the Party's line, policy and major decision-making deployment of the Party Central Committee.

       The meeting emphasized that in order to govern the Party strictly in an all-round way, we must adhere to the principle of "strictness" and "accountability must be strictly enforced in case of negligence" and "rigidity of the system".  Party committees (Party groups) at all levels should assume the principal responsibility, and discipline committees should perform their supervision duties well. The Party's working organs should base themselves on their duties, dare to be accountable, be good at accountability, and improve the level of institutionalization and standardization. We should adhere to the principle of combining strict management with love and attaching equal importance to encouragement and restraint. We should continue to use cadres who are accountable and have outstanding performance in the future if they meet the requirements, and set up a clear direction for officers.

       The meeting pointed out that since the Nineteenth National Congress of the CPC, the CPC Central Committee, with Comrade Xi Jinping as its core, has attached great importance to the inspection work, and made clear arrangements for deepening the political inspection and establishing the supervision network of up-down linkage of the inspection. The Central Inspection Leading Group has deeply studied and implemented Xi Jinping's socialist thought with Chinese characteristics in the new era, resolutely implemented the requirements of the Party Central Committee, organized three rounds of inspections, completed the full coverage of the managed enterprises, and achieved remarkable results.

       The meeting emphasized that, from the perspective of inspection, the consciousness and responsibility of managing the Party and governing the Party in the medium-sized and managed enterprises have increased significantly, the reform and development have achieved remarkable results, and have made significant contributions to promoting economic and social development, scientific and technological progress, national defense construction and people's livelihood improvement, but there are still some outstanding problems. We should make good use of the results of inspection and rectification, strengthen the main responsibility and supervision responsibility of rectification, combine rectification with the theme education of "never forget the original intention and remember the mission". We should urge Party groups (Party committees) to improve their political positions, fulfill the responsibilities and missions entrusted by the Party and the state, strengthen Party building closely in accordance with the actual situation, and implement new development principles. We should promote supply-side structural reform, implement innovation-driven development strategy, and effectively prevent and mitigate all kinds of risks. Combining rectification with daily supervision, dealing with problems according to rules and regulations and laws, maintaining the high-pressure situation of punishing corruption, persevering in rectifying the "Four Winds", taking one example from another, looking for loopholes, improving the supervision system, and implementing the requirements of strict control of the Party at all levels and in all fields of enterprises. We should combine rectification and reform with deepening reform, make good use of the results of inspection, constantly enhance the systematicness, integrity and synergy of the reform, and promote the high-quality development of middle-level management enterprises.
