       At the meeting, the Ministry of Ecological Environment, the Development and Reform Commission made a report and the members of the leading group made a statement. Li Keqiang said that in recent years, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as its core, various departments in various regions have actively implemented new development concepts and achieved remarkable results in tackling climate change and energy conservation and emission reduction. The intensity of carbon dioxide emissions has continued to decrease, and the proportion of non-fossil energy consumption has gradually increased. The total installed renewable energy power accounts for 30% of the world's total. The newly added forest stock has fulfilled the 2030 target ahead of schedule. The emission of major pollutants has declined significantly, and the quality of ecological environment has been continuously improved. Under the new situation, we should adhere to the guiding ideology of socialism with Chinese characteristics in Xi Jinping's new era, plan overall economic and social development and respond to climate change, save energy and reduce emissions in accordance with the requirements of promoting high-quality development, promote the optimization and upgrading of economic structure, promote the transformation of new and old kinetic energy, tap the potential of energy conservation, and accelerate the formation of green. We should strengthen the construction of ecological civilization, resolutely fight against pollution, promote sustained and healthy economic and social development, and continue to make due contributions to the global response to the challenges of climate change.

       Li Keqiang pointed out that China is the largest developing country in the world, and the problem of inadequate development is still prominent. We will continue to make strenuous efforts to ensure the fulfilment of the international community's commitment to a peak and a significant decline in total carbon dioxide emissions by 2030. At the same time, we are ready to work with the international community to adhere to the principles of common but differentiated responsibilities, fairness and respective capabilities, strengthen cooperation, jointly uphold the Paris Agreement of the United Nations Framework Convention on Climate Change and its implementation rules, and promote multilateral negotiations on climate change to fully reflect the needs of developing countries and promote them. Global Climate Governance is moving towards a more equitable, rational and win-win cooperation.

       Li Keqiang said that all departments should work together to further promote energy conservation and emission reduction. First, we should focus on key areas, vigorously promote industrial cleaner production, energy-saving and emission reduction of transportation, promote energy-saving transformation of buildings in combination with the renovation of old urban residential areas, and continue to develop clean energy sources such as hydropower, wind power and solar power generation. We will continue to promote the transformation of coal-fired power plants and ultra-low emissions of iron and steel production capacity, promote the full discharge of industrial furnaces and kilns, and accelerate the replenishment of infrastructure shortboards such as sewage and waste disposal. Deeply carry out national energy conservation and emission reduction low-carbon action. Second, we should develop and strengthen energy-saving and environmental protection industries, improve energy-saving and emission reduction efficiency, and cultivate new growth points. We will accelerate the breakthrough of key technologies in clean energy and low carbon areas, strengthen energy-saving and emission reduction equipment manufacturing industry, and vigorously implement energy-saving and emission reduction contract management services. We will promote the implementation of the compulsory procurement system for energy-saving products by the government and other public institutions. Third, we should pay more attention to the use of economic policies, regulations and standards, mobilize the internal enthusiasm of all aspects of energy conservation and emission reduction, and not simplify the treatment and "one size fits all". Improve the price mechanism to promote green development, and promote the successful experience of desulfurization and denitrification price. Increase green financial support. Implementing tax preferential policies to promote energy conservation and emission reduction. We will speed up the establishment of a trading market for energy use rights, emission rights and carbon emissions rights. Construct a long-term mechanism for energy conservation and emission reduction.
