       General Secretary Xi Jinping emphasized in the 10th collective study of the Political Bureau of the Central Committee of the Communist Party: "To employ people fairly and publicly, we should select and employ cadres from the party and the people's cause. We should adhere to the principle of putting career first, selecting people according to their own circumstances and suiting people and posts." This clear requirement points out an important measure of public employers, that is, career. Career first, excluding selfish misconceptions, the selection and employment will proceed from the perspective of "who should be used".


       There are two kinds of mistakes in the identification of cultural relics. One is to look at the real thing as false, the other is to look at the false thing as true. With the continuous renovation of counterfeiting techniques and the increasing scientific and technological content, it may be inevitable to see the real thing, but it is inexcusable to see the real thing falsely. Because behind this, in addition to poor eyesight, there are often hidden subjective intentions or even interest transmission. The same is true of selecting and employing people. It is also wrong to regard falsehood as true and not to use it. The selection of cadres will test people's vision and loyalty to their cause. There is no ambiguity in the public principle. If you keep your career in mind and always be loyal to it, you will not easily pass by those who can do things.


       Employing people for different purposes means not only keeping people in business, but also creating good conditions for talents. A local leading cadre said that the talent policy should be more "tailored". Top talent "choose trees to live" is not to seek reuse, but to achieve career. If we only draw a cake and bring in talented people without asking, and do not create suitable environment for their survival and development, even if they can get in, they will not be able to stay, let alone do a good job. In a considerable sense, only when talents have the soil suitable for their own development can they better contribute wisdom and talent to the cause.


       Employing people for different purposes means not only making good use of "consensus" talents, but also making good use of personalized talents. Once, Liang Shuming failed in the entrance examination of Peking University, but Cai Yuanpei appointed him as a professor of Peking University, because a "Doubt of the Yuan Dynasty" showed his theoretical foundation; mathematician Hua Luogeng was a shop assistant, because his paper was read by Xiong Qing, a great mathematician, and entered Tsinghua University. Because they do not meet all kinds of conventional standards, "Hua Luogeng" is often difficult to enter the selection field of vision. Only by being good at discovering and using "non-consensus" talents and "not sticking to the same standard and reducing the number of talents", can we truly practice "taking career as the top priority, choosing people according to their own circumstances and adapting people and posts to each other".


       Personnel appointed and employed not only means "selecting people according to their positions", but also means fostering and nurturing people. When an entrepreneur talks about talent strategy, he says that he should not only embrace successful talents, but also "failed talents". In fact, "failing talents" are not losers, but unsuccessful people with ambition and talent. "Man is like an implement". When a tool is polished, a person must also Polish things. Concentrate on career, embrace "failing talents" and let them practice in things. Heroes will eventually have a useful place.
