On the occasion of the 40th anniversary of reform and opening-up, General Secretary Xi Jinping came to Guangdong, the forefront of China's reform and opening-up, to make a series of new comments and new requirements on deepening reform and opening-up in an all-round way, to declare to the world that China's reform is not halting and opening-up is not halting, and to convey to the world the banner of reform and opening-up in a new era. Stronger confidence and more effective measures to deepen the reform and opening up to the depth of determination. To deeply comprehend and implement the spirit of General Secretary Xi Jinping's important speeches on Guangdong's inspection is to promote the emancipation of the mind, the deepening of reform, the re-implementation of work, and the promotion of reform and opening up in the new era at a higher starting point, at a higher level and with a higher goal.

       Thought is the forerunner of action. Practice has proved that every development and upgrading in the history of reform and opening up is the final result of ideological emancipation. It can be said that without ideological emancipation, there will be no reform and opening up.

       Forty years ago, an epoch-making and historic theoretical article, Practice Is the Only Criterion for Testing Truth, triggered a great discussion on understanding, testing and practicing truth. It not only broke the long-standing ideological bondage of dogmatization of Marxism, but also returned to the origin of Marxist epistemology, and spread throughout the Party. The ideological consensus of "emancipating the mind and seeking truth from facts" has been reached again with the whole country. It has also directly become the ideological lever to leverage the reform and opening up, opened the prelude to China's reform and opening up, and began to compose a magnificent chapter in the history of the development of the Chinese nation.

       Over the past 40 years, emancipating the mind has always been the unswerving spiritual support and practical motive force of our party in advancing reform and opening up. From the beginning of reform and opening up, breaking through the "two whatsoever" ideological imprisonment, breaking the deadlock in theory, to the early 1990s, to eliminate the interference of "surname society surname capital" and jump out of the "plan or market" thinking stereotype, and then to clarify the ownership reform of the "public surname private" debate, and so on. At every critical juncture of our ideological perplexity, we succeeded in removing ideological obstacles along the road of reform and opening up by relying on conceptual breakthroughs and ideological emancipation one after another.

       It is thanks to the emancipation of the mind that China can achieve a great transformation from a highly centralized planned economic system to a dynamic socialist market economic system, from a closed and semi-closed state to an all-round opening, from a traditional society to a modern society. It is thanks to the emancipation of the mind that our Party can unite and lead the people in opening up China's road, releasing China's vitality, uniting China's strength and realizing the great leap from catching up with the times to leading the times. It is thanks to the emancipation of the mind that reform and opening-up has become a key choice in determining the destiny of contemporary China, an important magic weapon for the Party and the people to catch up with the times, and a key move in deciding to achieve the goal of "two hundred years" and the great rejuvenation of the Chinese nation. As General Secretary Xi Jinping pointed out in his keynote speech at the opening ceremony of the annual meeting of the Boao Forum for Asia in 2018, over the past 40 years, "the Chinese people have adhered to emancipating their minds, seeking truth from facts, realizing emancipation of their minds and opening up to the outside world, mutually reinforcing ideological innovation and practical exploration, and fully demonstrating the powerful power of ideological leadership."

       At present, the world is facing "unprecedented changes in a hundred years", China is facing "after development" troubles, reform and opening up into a new historical juncture, the complexity of reform, sensitivity, arduous degree is no less than 40 years ago, the new era of reform and opening up is another profound social change. In the new process of reform and opening up, how to deal with fairness and efficiency, how to straighten out the relationship between the government and the market, how to balance the local interests and the interests of the whole society, how to grasp the unity between the characteristics of development stages and the people's yearning for a better life, and so on, are all related to the adjustment of the pattern of interests in all aspects. During this period, all kinds of confusion and doubts, contradictions and drawbacks, difficulties and obstacles are natural and unavoidable, and are problems in the reform and development. To solve these problems well, we need not only theoretical innovation, but also practical exploration; we should treat reform and opening up with the eyes of reform and opening up, but also promote ideological emancipation with the spirit of emancipating the mind.

       The world and China are changing all the time. The age is the mother of thought, and practice is the source of theory. There is no limit to the development of practice. There is no limit to emancipating our minds. As long as we always adhere to the people-centered concept of development, be good at listening to the voice of the times, courageously uphold the truth, correct errors, and promote the emancipation of the mind, the banner of reform and opening up in the new era will be held higher and more stable, and China will certainly be able to create new and greater miracles that will make the world look at each other.
