Recently, the Central Committee of the Communist Party of China issued the revised Regulations on the Accountability of the Communist Party of China (hereinafter referred to as the Regulations) and issued a circular requiring all departments in various regions to strictly comply with them.

       The circular pointed out that the Regulations on Accountability of the CPC issued by the CPC Central Committee in July 2016 provided a systematic follow-up for the Party's accountability work, promoted accountability failure and strict accountability to become the norm, and played a sharp role in the overall strict governance of the Party. In accordance with the new situation, tasks and requirements, the Central Committee of the Party has revised the Regulations.

       The announcement stressed that the revised Regulations comprehensively implement Xi Jinping's socialist ideology with Chinese characteristics in the new era and the spirit of the Nineteenth National Congress of the Party, take the Party Constitution as the fundamental principle, firmly safeguard the core position of General Secretary Xi Jinping's Party Central Committee and the core position of the whole Party, firmly safeguard the authority of the Party Central Committee and centralized and unified leadership as the fundamental principle. Principles and primary tasks, focusing on the political responsibility of governing the Party and sticking to the strict word, aiming at the problems of ineffective accountability and generalization and simplification in practice, we should strive to improve the political, precise and effective nature of the Party's accountability work.

       The notice requires Party committees at all levels (Party groups) to strengthen the "four consciousness", "four self-confidence" and "two safeguards". They should shoulder the political responsibility of strictly administering the Party in an all-round way, insist on the responsibility of power, responsibility and accountability, and establish the rigidity of the system. We should do a good job in publicizing and implementing the Regulations, combine the study and implementation of the Regulations with the ongoing thematic education of "never forget the original intention and remember the mission", organize Party members and cadres to conduct a comparative inspection, and effectively translate the requirements of the Regulations into action. Discipline committees at all levels (discipline inspection teams) should perform their supervisory duties well. The Party's working organs should base themselves on their duties, dare to be accountable, be good at accountability, and improve the level of institutionalization and standardization. Party committees (Party groups) and disciplines committees (discipline inspection groups) at all levels should strengthen supervision and inspection, incorporate the implementation of the Regulations into the focus of inspection tours and stationed supervision, and promote the implementation of the provisions of the Regulations. Important information and suggestions made by various departments in various regions in the implementation of the Regulations should be reported to the Central Committee of the Party in a timely manner.
