1. Party members'learning and education system

1. To organize Party members to study the Party's line, principles, policies and the spirit of Party and government documents at higher levels, to unify their thoughts and strengthen their confidence, and to accomplish the annual goals and tasks of their units (departments) with one heart and one mind.

2. Strengthen the management of learning. Draw up study plan conscientiously, determine study content and put forward basic requirements. We should adhere to the principle of individual self-study, supplemented by concentrated learning. The study is arranged by the Party branch. The participants should not be absent without reason. They should keep good attendance records.

3. Attention should be paid to integrating theory with practice to solve practical problems in thought, work and life.

Fourth, learning forms should be diversified, so as to combine reading and writing, typical guidance and extensive communication, and learning book theoretical knowledge with practical work, visits and inspections, so as to be both lively and practical.

Fifth, we should strictly enforce the Party members'learning system and persevere in it. We should make full use of the form of "three sessions and one lesson" to improve Party members' education so as to implement the four aspects of time, learning content, personnel and effect.

Sixth, we should do a good job in selecting typical trees so that the majority of Party members can learn from examples, work in a direction and strive for excellence.

7. Party member education should be combined with situation education, Party conduct and discipline education, safety production, Party member competition activities and law popularization education.

2 "Three sessions and one lesson" system

In order to strengthen the construction of the Party branch, this system is formulated in accordance with the Constitution of the Communist Party of China and the relevant provisions within the Party.

1. The term "three sessions and one lesson" refers to the Party members'congresses, branch committees, Party group meetings and party lessons of the branch.

2. The Party members'Congress of the branch shall be convened at least once a quarter and may be convened at any time as necessary.

The main contents of the conference are as follows:

(1) To convey and study the relevant documents, resolutions and instructions of Party organizations at higher levels;

(2) Discuss and adopt the work plan and report of the Party branch;

(3) Election of Party branch committees;

(4) Discussing and deciding on the development of new Party members, the transformation of reserve Party members, and the rewards and punishments for Party members;

(5) Discuss and decide on other important matters to be recommended by the branch committee.

The Party Congress of a branch should have clear topics, prominent centers, notify all Party members of the contents, requirements, agenda and time of the meeting before the meeting, and make full preparations. When the Party Congress needs to make a resolution, it should vote on the basis of full discussion and on the principle of minority being subordinate to majority.

3. Branch committees are convened once a month and can be convened at any time according to work needs.

The content of Party lesson education should pay attention to systematicness, pertinence and effectiveness, and strive for various forms, such as thematic discussion, knowledge contest and so on.

3 Democratic Supervisory System

In order to regulate and restrain the behavior of Party organizations and Party members, especially the leading cadres of Party members, make Party members and Party organizations consciously accept the supervision of the masses, better play the role of Party members and Party branches, and formulate a democratic supervision system.

1. Broadly listen to the opinions of the masses, and persist in carrying out an annual mass appraisal of Party members and leading cadres within and outside the Party.

2. Formulating the system of reporting by the masses, and setting up the telephone, opinion box and e-mail boxes for reporting, which are in the charge of special persons. We should conscientiously handle the public's complaints and accusations against Party organizations and Party members.

3. Regular dialogue with the masses.

For the opinions put forward by the masses in the comments, reports and discussions, the Party branch should regularly study, carefully summarize and sort out the opinions, take seats in the right place, and formulate practical improvement measures, and give timely feedback to the masses on the handling of the opinions of the masses by the Party organizations.

5. The masses inside and outside the Party who actively and responsibly exercise the right to supervise should be praised and encouraged, and the acts of suppressing democracy and cracking down on retaliation should be investigated for responsibility and dealt with seriously.

4 Democratic Life Association System

Democratic Life Association is an organizational way of life in which leaders of units, members of Party branches and Party groups discuss work, talk freely about ideas, exchange opinions, carry out criticism and self-criticism. It is also an important measure to strengthen Party building.

1. The democratic life meeting of the Party branch is held once a year. It can also be held at any time according to the needs of the work.

2. The date and theme of the meeting shall be notified three days in advance to the attendees so that they are fully prepared. The democratic life association should conscientiously follow nine steps: determining the theme and formulating the plan, organizing learning, soliciting and feedback, writing the outline of speech, conducting heart-to-heart activities, carrying out criticism and self-criticism, formulating and implementing corrective measures, informing the situation and disposing of materials.

3. The Democratic Life Association exchanges opinions on the implementation of the Party's line, principles, policies and resolutions of higher Party organizations, as well as on ideological, style and work issues among Party members and cadres, and carries out criticism and self-criticism in accordance with the actual work of the unit (department), so as to achieve unity of thought and coordination of work. Fourthly, the democratic life association should adhere to the principles of "unity-criticism-unity" and "punishing the past and killing the latter, curing the illness and saving the people". 5 Democratic Review of the Party Membership System

The system of democratic appraisal of Party members is a necessary form for Party organizations to organize Party members and the masses to comprehensively evaluate each Party member's ideology, work style and exemplary role in accordance with the standards of Party members, and to promote Party members to consciously accept the supervision of the masses. Party branches should conscientiously carry out the work of democratic appraisal of Party members.

1. Review at least once a year, usually at the end of the year.

2. The object of democratic appraisal of Party members is all Party members of the branch. All Party members or some representatives of the masses are invited to participate in the appraisal.

Thirdly, in accordance with the conditions and requirements of Party members stipulated in the Party Constitution, the review should comprehensively evaluate and appraise the performance of Party members'obligations, exercise their rights and play a vanguard and exemplary role. The evaluation is divided into four grades: excellent, qualified, basically qualified and unqualified.

4. The procedures for democratic appraisal of Party members'work are as follows:

We should adhere to the combination of quantitative and qualitative analysis, correctly distinguish policy boundaries, and not simply "take people by vote". 6. Construction System of Party Style and Clean Government

First, Party members and cadres should take the lead in combating corruption and promoting integrity, abide by discipline and law, adhere to the Party's basic line, closely focus on the annual work tasks of their units (departments), and take the lead in the construction of two civilizations.

2. Party members and cadres should act impartially and without falsification, bribery or retaliation.

3. Party members and cadres should adhere to principles, uphold fairness, uphold truth, correct mistakes and dare to fight against unhealthy practices and evil spirits.

7 Party member responsibility system

In order to give full play to the role of the Party branch as a battle fortress and a vanguard and exemplary role of Party members, and to unite and lead all staff to successfully accomplish various tasks and objectives, this system has been formulated.

1. Establish a Party member responsibility area, where Party members are responsible for the ideological and political work of the staff and workers, keep abreast of the ideological trends of the staff and workers and report regularly to the branch.

2. Be responsible for publicizing // routes, guidelines, policies and Party knowledge to the staff and workers in the responsible areas, and implementing the spirit of relevant documents of Party organizations at higher levels.

8-Party Fee Collection System

Payment of Party fees to Party organizations by Party members in accordance with the provisions of the Party Constitution is an important part of strengthening the Party's organizational concept and fulfilling the obligations of Party members. Every Party member should pay Party fees promptly and consciously.

I. Standards for Party Members'Payment of Party Fees

Party members shall pay Party fees in accordance with the Party Fees Standard of "Provisions on Collection, Use and Management of Party Fees of the Communist Party of China".

After Party members increase their salary income, starting from the month when they receive the new standard salary, the Party fee standard shall be re-approved by the Party and Mass Work Department on the basis of the new salary income.

2. Party Members Should Pay Party Fees Consciously

Party members should consciously pay Party fees to Party branch members on a monthly basis. If they are unable to pay Party fees in person or on a monthly basis under special circumstances, with the consent of Party branch committees, they may entrust other Party members to pay Party fees on their behalf or in advance or in addition. Generally, the time for advance or in addition shall not exceed six months. Preparatory Party members shall pay Party fees from the date when the branch assembly adopts them as reserve Party members.

3. Disposal of Party Members'Non-payment of Party Fees

Party branches should criticize and educate Party members who fail to pay Party fees in accordance with regulations. Those who fail to pay Party fees for six consecutive months without justified reasons shall be dealt with as separating themselves from the Party.

9 Party Members'System of Connecting with the Masses

1. Establishing the network of Ideological and political work and implementing the responsibility system of Ideological and political work. Branch members should establish working contact points. Party members should focus on their departments (divisions), establish areas of responsibility for ideological and political work, and be responsible for the ideological and political work of staff and workers.

2. Promote the Party's line, principles and policies in a timely manner, raise the ideological awareness of the masses, and ensure the implementation of the Party's policies and resolutions of the Party's grass-roots Party committees (Party branches).

Management System of 10 Party Members'Activity Room

Party members'activity room is the main place for Party branches to carry out political life, "three sessions and one lesson" and other forms of Party members' educational activities and exchanges. In order to improve the construction and management of Party members'activity rooms, the following systems are specially formulated:
