In the organizational and political life of the Party, we often hear such requests or reminders as "Party emblem must be worn when participating in Party Day activities", "Party emblem should be worn when organizing Party members to study", "Party emblem should be worn when participating in important meetings and activities". The "Party emblem" mentioned here is actually the Party member's emblem or the Party member's badge, not the Party emblem. The mixed use of Party member's emblem and Party emblem is not conducive to maintaining the seriousness and solemnity of the Party emblem.
The emblem of the Communist Party of China is the symbol of the Communist Party of China. Party organizations at all levels and every Party member should conscientiously study the Party badge, consciously safeguard the dignity of the Party badge, and correctly recognize the difference between the Party badge and the Party badge. It entrusts the Central Office to make a number of standard Party flags and distribute them to the main organs." Although such a clear stipulation has been made, it has not been written into the Party Constitution, and the idea that the hammer in the hands of workers could represent the advanced productive forces at that time has been accepted by the majority of Party members. Therefore, the Party flag and emblem appearing at the Seventh National Congress of the Party and around the central and local governments are basically the "sickle hammer" pattern. On June 17, 1951, the Central Committee of the Communist Party of China, in its request and approval to the East China Bureau on the style of the Party flag, pointed out: "Before the unified style of the Party flag was not formally stipulated by the Party Central Committee, in commemoration of the 30th anniversary of the Party, all localities may adopt the red flag and the sickle hammer as usual." However, the work of unifying the style of the Party flag and emblem was not put on the agenda until 1995. On September 21, 1996, the General Office of the Central Committee of the Communist Party of China issued "Some Provisions on the Production and Use of the Party Flag and Emblem of the Communist Party of China", which clearly stipulates that the Party emblem is a pattern of sickle and hammer head. The design of the Party emblem of the "sickle hammer" has been formally determined. The Party Constitution adopted at the 16th National Congress of the CPC and after that specifically lists a chapter that clearly stipulates the Party flag and emblem. The badge of a party member is an important way to show the identity of a party member. The system of clear identity of Party members began after the 16th National Congress of the Party. In the new century, profound changes in the international, domestic and intra-party environments have put forward higher requirements for maintaining the advanced nature of Communist Party members.

Since then, the system of clear identity of Party members has gradually been implemented throughout the Party, especially in the "two learning and one doing" learning education.
Bringing the Party member's identity into full play will help to arouse the Party member's consciousness, strengthen the Party's consciousness, remember that his first identity is a member of the Communist Party, his first task is to work for the Party, and he is strictly required by the Party member's standards in current affairs.
It is not only party members'consciousness and responsibility, but also their sense of honor and mission, which is a powerful driving force for the CPC members to play a vanguard and exemplary role.
In order to standardize the wearing of Party members'badges, in 2011, the General Office of the Central Organizational Department issued the Notice on Matters Concerning Party Members' Wearing Party Members'badges in Window Units and Service Industries, which clearly stipulates the making and wearing of Party members' badges. In June 2017, the General Office of the Central Organizational Department issued the Notice on Standardizing the Wearing of Party Members'Emblems, further clarifying the style, wearing requirements and purchasing ways of Party Members' Emblems.
On the front of the badge is the pattern of the Party flag of the Communist Party of China, on the bottom is a circular pattern, with the words "Serve the people" printed on it, and on the back it is marked with the words * provincial (district, city) or * Department (system) supervised by the Organizational Department of the Party committee. Party members'badges should be worn in the middle of the left chest. Party members' badges should not be damaged, stained, faded or inconsistent with the production regulations.
There are also obvious differences in the scope of use between the Party emblem and the Party member emblem. As a symbol of the identity of a party member, the badge of a party member can be worn in a wide range of space and time, either within or outside the party organization, on legal working days or on legal holidays.
The use of the Party emblem is relatively narrow. There are four main situations: the emblem pattern should be engraved in the seals of Party organizations at all levels, the Party emblem should be hung in the congresses and conferences of Party organizations at all levels, the awards and honorary certificates issued by Party organizations at all levels, and the emblem pattern can be printed in Party publications. In addition to the above, if the Party emblem and its design are to be used, the approval of the Organizational Department of the Party Committee at or above the county level is required. Therefore, compared with the badges of Party members, the requirements for the use of the badges are clear and specific, more solemn and serious.
