Since the founding of New China, China's human rights cause has developed rapidly and made historic achievements. The Communist Party of China has always respected and guaranteed human rights. It combines the principle of universality of human rights with contemporary reality and has taken a road of human rights development that is in line with China's national conditions and has distinct Chinese characteristics. Along this road, we continue to improve people's lives and strive to promote the all-round development of people. The safeguard mechanism for the economic, political, cultural, social and environmental rights of the Chinese people has been constantly improved, and the level of protection of rights has been continuously improved. Recently, the United States has imposed restrictions on Chinese entities and personnel under the pretext of so-called human rights issues in Xinjiang. This ignores the facts and has ulterior motives. It can not shake the firm will of the Chinese government and people to safeguard the sovereign security of the country and maintain the stability of social development. It can not shake the firm will of the people of all nationalities to follow the road of human rights development with Chinese characteristics under the leadership of the Party.

       The road of human rights development with Chinese characteristics adheres to the concept of people-centered human rights, takes improving people's well-being, guaranteeing people's ownership and promoting people's all-round development as the starting point and the end point, takes people's yearning for a better life as the goal of struggle, constantly improves the level of respecting and guaranteeing people's basic rights, and strives to guarantee human rights in an all-round way. The concept of people centred human rights inherits and develops the essence of Chinese excellent traditional culture. At the same time, it grasps the great significance of human values, basic human rights and human dignity to social development and progress, and emphasizes the maintenance of human dignity and rights. In practice, this concept of human rights is manifested in efforts to promote all the people to enjoy the opportunities of life, dreams and full human rights together. It will respect and safeguard human dignity to promote the all-round development of human beings and enjoy a happy life, thus demonstrating the authenticity and universality of the development of human rights in China.

       The road of human rights development with Chinese characteristics emphasizes that human rights are an indivisible and interrelated system of rights, with the right to subsistence and development as the primary basic human rights, effectively guaranteeing all human rights, and stresses that the economic, political, cultural, social and environmental rights of all the people should be coordinated and promoted with the emphasis on guaranteeing and improving people's livelihood.

       In theory, the right to subsistence is a bottom-line human right with the right to life and the right to health as its basic content. Only by guaranteeing the right to subsistence can other human rights be realized. The right to development is a basic human right enjoyed by all the people to participate in and promote the construction of economic, political, cultural, social and ecological civilization and to share the fruits of development. Both of them have a fundamental position. To be truly responsible for the nearly 1.4 billion Chinese people, we must give priority to safeguarding the people's right to subsistence and development and strive for a better life for the Chinese people.

       From a realistic point of view, the Chinese nation has suffered for a long time since modern times. Seeking the right to survival and development, realizing national independence and great rejuvenation are the mission of the times entrusted by history to the cause of human rights in China. In order to turn the most populous backward agricultural country in the world into a powerful socialist modernization country with prosperity, democracy, civilization, harmony and beauty, the people's right to subsistence and development must be taken as the primary basic human rights. It is precisely because we grasp the bullnose of development that we can break through the bottleneck of human rights development on the basis of full development and coordinate the promotion of all-round development of human rights. At present, the contradiction between people's growing need for a better life and unbalanced and inadequate development has become the main contradiction in our society. In order to solve the main social contradictions in the new era, we should still regard the right to survival and the right to development as the primary basic human rights.

       The road of human rights development with Chinese characteristics pays attention to multi-measures, and strengthens the protection of human rights by law through the formulation of laws, policies, strategic plans and action plans.  We regard human rights protection as an important goal of the rule of law. We should guarantee human rights through scientific legislation, strict law enforcement, fair justice and law-abiding by the whole people. We should strive to build a complete system of human rights protection under the rule of law to ensure that people enjoy more full rights and freedoms in accordance with the law. We adhere to the rule of law to promote the comprehensive deepening of reform and break through the obstacles of institutional mechanisms that restrict the development of human rights; promote the coordinated development of economy and society by the rule of law to provide more and better human rights protection for the people; resolve conflicts and disputes by the rule of law to realize human rights in the coordination of rights and obligations; safeguard social stability by the rule of law and build a good society in which people enjoy full human rights. Environments, the strength, breadth and depth of the protection of human rights under the rule of law have been comprehensively enhanced. The road of human rights development with Chinese characteristics will surely show more remarkable advantages in the overall promotion of the cause of human rights in China.
